no, they cannot wear any uniform they want, it has to be their schools uniform. however these are the more trendier uniforms of schools that are popular with girls around shibuya. These girls look about senior high school age, as they arent wearing the stereotypical 'sailor suit', which is usually worn in junior high. As you know girls in japan like to personalize their uniforms alot, like hiking up the skirt, wearing different hairstyles, and changing the socks to the trendy as 'puffy socks' that are in half the pictures in that article. As you can see the article shows numerous ways of wearing the uniform, be it with the cardigan, or vest, blue socks or the puffy ones, hair in or out etc. So basically its just to give girls ideas on how to personalize their schools regualtory uniform :)

wow. i wish my school had uniforms. not only do girls wear "CLONE GIRL" oufits (think: popular!) they hate every one who doesn't wear popular clothes. I can't tell you how many times poeple have tried to beat me up! (note: TRIED!)

lol i've started wearing japanese style school clothing to school[live in australia] recently and it's my last year in school which sucks and my mates full recognized the azness glowing from it...if u go to a public school it's easy to pull the jap uniform look, but if it's a private then sucks to be you...lol jokes. just buy a cardi, knee high socks then you'll look like a jap...just make sure you have a tie or something to make it official...not that hard really to have the jap uniform look, especially if your azn...i'm azn too =D
btw i like the 2nd from the left on top...it's cute and smart looking ^^y and the jumpers and cardis are normally too big for them, so like buy a cardi one size big if you want.
I dont like ties in girls school uniforms, i prefer the bows. Prabably because we only wear the ties if at all here in aus! I'm not really a fan of the puffy socks, but they are'nt really in fashion any more, it was mainly a 90's fad.. tho they could be starting to come around again.I think the bottom, very left one is cute, and the top very right. The second from left on the bottom is kind of cute too but I dont like white cardis. Ah, to be in high school again.... Too bad my (public) highschool was too strict to allow any variation to the uniform.. we couldnt wear a matching colour cardi, no puffy socks, and we didnt have bows, just ties. our summer uniform was a plain dress, and our winter skirts were really long..- practical, but not really fashionable :/
although not all japanese schools allow uniform modification, not the strict private ones anyway. when i was in japan their skirt had to be knee length, no matter what, no mobile phones allowed at school, if you forgot the school neck bow, you had to borrow one from the office to wear that day, no puffy socks, no make-up, hair natural colour, no colourful hairclips, students werent allowed to be seen in school uniform in certain shops (i.e. adult ones) I remember my host student was jealous at how short my summer uniform dress was, and when we went out shopping that evening she hoisted her skirt up past her knees to match mine :p
